Hungarian Forest Nursery Product Council

The Hungarian Forest Nursery Product Council (ESZT) as a non governmental organisation (NGO) was established in  1994, in order to integrate and represent the views of the Hungarian forest nursery producers.

1.) The objectives of ESZT:
(a)    
The main objective of the ESZT is the representation of all those involved in the forest nursery product sector.  The fulfilling of tasks, as services provided for the product councils, particularly on the basis of Act VI 1993, and the harmonisation of the market via those participating in the product route of forestry nursery (i.e., producers, dealers and end-users), which includes the creation of harmonised relations of production, consumption and commerce in market economy conditions.

(b)    
The activity of the Product Council is a national concern, extending to every participant involved in the forest nursery product route.


2.) The tasks fulfilled by ESZT:
(a)    
ESZT fulfils a rule in the representation and conciliation of interests and in the maintenance of relations in this specialist field. Within the framework of this rule, emphasised prominence is accorded to the following:

• the establishment of contracts with the appropriate ministers and authorities, in cases determined in the Agricultural Market Regulation Act and within the relevant guidelines
• the exertion of influence on product quantity and quality, and the making of recommendations with respect to the issuing of export and import licences
• the forwarding of recommendations, in the case of risk of overproduction, to the minister responsible and/or the interdepartmental committee, regarding the introduction of production quotas, the extent of these, their operation and adherence to such quotas (participating in the execution of this only when appropriate and to the extent of putting at the disposal of the minister the means necessary with respect to the contract)
• the making of recommendations, where necessary, regarding the stimulation of production and with respect to the price system
• the harmonisation, according to necessity, of domestic and export market presence
• the offering of recommendations relating to quality parameters and the quality system
• the accomplishment of market regulation tasks conveyed in the law, and the forwarding of recommendations to licence holding authorities
• the formulation of recommendations for the purposes of ensuring the representation of the interests of those involved in the product route in measures pertaining to forestry and agricultural policy (laws, decrees and administrative directives)
• the development of an information technology system and the operation of this, in the interest of ensuring that, further to providing information to members, the system should also correspond to the obligation of information supply, in the regulation of the agricultural market, with respect to the product councils; the regular provision of information to members, and the unconditional contribution to the publication, subsequent to aggregation and summary, of such information, the sphere of information dealt with embracing the natural and monetary value of production, consumption and distribution
• the maintenance of, and support for, publications (the ESZT Yearbook; list of members; the HÍR-MAG a monthly newsletter for members; Forestry Sapling Production - participation in the publishing of these)
• the establishment of connections with organisations engaged in similar activities in Hungary and abroad
• the development of a mode of indication of membership of the association and guarantee which may be displayed on products.
